Every agent, supervisor, and administrator with access to Live Assist for Microsoft Dynamics 365 requires a named user license. To assign licenses, to an organization, go to the Live Assist Administration Portal and click Manage Licenses to access the Billing Portal.
Click Entitlement and assign your Available Seats to an organization by adding them to the Available box in your organization, then click Save:
With Available licenses allocated to your organization, you can assign a license to a named user, see: How to Create a Live Assist User. The Available licenses will decrease, and the In Use licenses will increase accordingly.

Allocating Sufficient Licenses before ending a Trial
Currently, when Licenses are applied to an Organization under Trial, the Trial period will end. It is recommended to apply enough licenses to cover the users that already have a license allocation using a trial license. Alternatively, to avoid a situation where you have more seats in use than available licenses, you can deallocate users via the Admin Portal before applying your full licenses.
Assigning Licenses after a Trial has expired
It's currently not possible to access the Billing Portal once your Trial has expired. This means that if you did not purchase licenses you cannot allocate new ones to your organization via the Billing Portal without help from Customer Support. Live Assist Support will happily extend your trial, so you can administer your licenses across your tenancy.
Assigning Licenses Across Multiple Organizations
Licenses are applied at the Tenancy level, meaning they have to be allocated to each organization. Further details can be found in the Billing Portal Article.
